The best source of governor information at the moment is http://www.dfee.gov.uk/schoolgovernors/index.shtml From this site you can follow links to all the information you will ever need (and much more that you won't!!)

Try out http://www.easea.co.uk to get rid of the brown envelope! Sign up to have all your documents delivered by email instead! This is a trial by the DfEE that will be extended to all schools by 2002 (allegedly!)
